For starters, get rid of the papers. What you have done is trained them to go on the papers. Take them out often and go to one particular spot and wait for them to go, don't leave that area till they go. Once they do, praise or treat them highly. Do this on leash even if the yard is fenced. Potty time is different from play time. This is how the vet told us and our dog was trained in a few days (except when we didn't remember often enough). As the dogs grow and so does their bladder you won't have to go as often.

One thing we did have trouble with was that he would not bark or tell us. If we didn't see him by the door he didn't know how to tell us. I hung up windchimes by the door. I put his leash on and would not go out till he hit the windchimes. As soon as he did I praised and we ran right out to the potty spot and he went. The windchimes he caught on to in a day. Of course now him and the cats work together with it to let them out when they are not supposed to. He rings them while the cats hide. When I open the door to take him out, they bolt.

With my Jack Russell Terrier, we got her in the middle of winter, she was paper trained. She was so tiny, and it was so cold, that we paper trained. I would never do it again. We would have to take a piece of paper with her scent on it outside, and she would then go. Then, we would praise, and bring her out every half hour, and she would go, but we would have to have the papers on the floor for at least another month. She finally, got it, but it took awhile. When a dog learns to go in the house, it is that much harder to teach it to go outside, Good Luck!
