You can try just using a choke chain and give it a slight snap back when he tugs at the leash, you snap and stop for a second and loudly say "NO". Not meaning strangling him, just a quick tug and shout to scare him and make him realize it is wrong to pull. Or - you can try a halter style leash, you may find more control with that. Try keeping the leash VERY short while you are training, where he learns to walk beside you, not in front... dogs are used to having a leader to follow and by him being in front, he feels HE is in charge and that's not good -- so take over control and keep him beside you. I do not ever recommend the claw type collars that pinch the neck, they look so scary, I can't imagine them not seriously hurting the dog. Stay loving and give praise when the pup does well on his walk. Labs need so much exercise, it helps if they also have a good sized yard to run in to let some of their energy out during the day. Also, as they age they tend to slow down a little, puppy time is when they are most hyper.
