Default Jake's Problem

Ok, the main reason for joining this site is the problem with Jake, I need help.:???:
I have house trained many dogs in the past with diligence and perseverance, yet Jake is another matter. For some reason Jake is clueless when it comes to where he should go and why he shouldn't go where he does. I can take him outside once an hour, on the hour and yet when he comes in, he leaves a mess not 5 minutes later. I can scold him, show him where he is to go, even move his "logs" outside and show him where I put them, ignore him on the fact and nothing seems to make him get it. He looks at you as if to say, "what? I don't understand the problem here". Like I said, he is clueless. I have tried treats, he don't get the connection. I have tried praise, still no connection. No matter what I do, he just don't get it. I have tried crate training, paper training and so many other things too. Another problem with him too is that he has a problem with controlling his bladder when he gets exited. When excited he literally goes everywhere as if he has no control. Even if he jumps up on you or on your lap, you will get wet. If anyone bends over to pet him, he goes. I have taken him to the vet and everything checks out with him, it's just he can't control himself. I am at the point where I am tempted to find him a new home( I am his 3rd), but I don't want to. Yet, he has to learn, somehow, but I am at the end of my rope with him. Nothing I have done or tried with my other dogs that has worked seem to do it. Jake is clueless, any ideas?
