you would do it the same way that you would teach a dog to sit, roll over, sit pretty, etc.. tell him to say i love you then when he attempts treat, and rinse repeat. my mom's boyfriend's old dog could say "trick or treat" and also "f*** you" another dog i know says ry ry (a friends child's nickname) they can mimic something that they hear a lot, just like a parrot.it won't sound exactly as it would if a human says it but close enough
its not so much they talk and say "i love you" they are mimicking a sound you are making. all dogs discover they can make noise to get attention. mine makes a 'psssst...' sound at me when they are hungry. it is the funniest thing. i can get my dog to howl if i keep it up. just keep saying "i love you" in baby talk and see if they pick it up.
