Service dogs are trained as puppies. If you already know how to read your dog's actions then you don't need her to be certified.

they are supposed to notify and recognize signs to tell the deaf what is going on, like they are not supposed to walk when there are cars coming, phone ringing, door knocking, ect.

They are trained to give the owner a signal for when the phone rings, doorbell rings or traffic comes e.t.c.
