First, start out with one at a time on a leash with you outside. Do they know any obedience training? If not, start with "Sit", while one the leash. Use LOTS of praise when accomplished! When they start to get up, repeat. Then use "Heel" when you start to walk. Again, lots of praise! Make sure to have them Sit when you stop walking, then say "Stay" in a firm voice. If they get up when distracted by someone/thing walking by, say "(dog's name)-Come! Sit, Stay". You will need to do this continuousy until it becomes second nature for them to stay with you. Also, check your areas to make sure they don't/do have leash laws - if your dog is off the leash and gets attacked or attacks someone/thing else, you will be ticketed or worse!

use a retractable leash, so if you want to teach them to walk NEXT to you hold on to the part closest to the hook of the leash, and hold on TIGHT! they'll learn the more you take them for walks

i always did a light tug at the leash when my dogs started to go to fast or start to pull. and remeber when you are giving a command like sit or stay you voice is firm so they know what you are asking. and dont forget to keep commands simple instead of saying sit down and lay down just say sit or lay so the similar word doesnt confuse them, keep it to one word. your dogs will learn to respect your wishes and should stay, and you can teach an old dog new tricks its been done before!
