Dog peeing when bad

I have a one year old German Shepherd, he is normally very well behaved. But a lot lately, when he is bad, or he thinks or knows you are mad at him, he pees on the floor. Especially if yuo walk up to or touch him. Even If you go up to him and pet him and talk nicely, he just starts dribbling on the floor. Obviously this is a big problem, especially in the house. I think this started a couple months ago when someone yelled at and I think maybe spanked him pretty hard or something.

I don't know how to make this stop, but I need to get him to stop. Any suggestions?
