When they're puppies. Most police dogs are purchased from breeders who breed and raise dogs specifically to become police dogs and nothing else. As little puppies they are raised with police dog traits and then a police department will buy the dog from the breeder (often with the basic commands already learned) and train a k-9 officer with the dog. The advanced training takes time and must be updated regularly. After all the training is done, the dog is ready for the street. Often the dog is 1 or 1 1/2 years old by the time he is finally ready to go out on patrol.
