Older dogs are VERY HARD to train. Your gonna need a trainer to help you. Good Luck.

Start with something simple. Get some tiny treats nothing big and tell her to "look" and when she makes eye contact quickly give her a treat. Do this several times a day until she starts to look at you for no reason. Now you have her attention. This is very easy to do and shouldn't take more than a couple of days. Remember a dogs attention spanned is about 10 to 15 minutes.

It depends on what you're trying to train her to do...In general, the best policy is "catch them doing something right." In other words, it's better to catch them doing the behavior you want and reward it, than to catch them doing something wrong and punish it. That just makes them resent you, and they will do the behavior when you're not around. Also, if she is misbehaving, make sure you offer an alternative behavior for her to do instead of just telling her no.
