Unhappy Dog walking issues HELP

Hello, my dog has issues with walking on a leash. She does not pull but she will not go anywhere beyond I imagine what she considers her "territory". She also likes to stop and sniff for long periods of time. I have tried luring her with small treats but she just ignores them and stands still. I know this is all my fault for just allowing her to sniff around the yard all this time, but now she is getting overweight and I would like to be able to take her on long walks around the neighborhood instead of her just piddling around the yard. She also goes and hangs out by the door after about five minutes, which is NOT contributing to her weight loss haha. I really want her to be healthier and enjoy a good, long, workout. If anyone has ANY tips I would appreciate it so much!

I should also include that she is a small breed, about 13 pounds chihuahua mix so I don't want to use a choke collar

get a properly fitting harness with a V neck for her. make sure it is adjustable.

take her to obedience classes but before you sign up - go there & observe the trainer & how he relates to the dogs & the owners.

when walking her, if she stops, immediately turn & go the other direction. even if its every 3 steps for awhile. it may take some time to get any distance. lol

if you always go out the same door - try leaving a different way.

Thanks for the advice! she already has a harness and the turning the other direction idea will help I think.

hello, try to distract her, when she stops, clap or tap her hind, it will throw her off a bit and as long as you keep walking she may decide to walk with you. if she stops, dont stop with her, keep walking. dont give her treats if she stops, then she will think... hmm every time i stop i get a scooby snack, i think ill stop more often.
or start off at a faster pace.... maybe that will not give her time to sniff...
