Question Pottying training outside the crate

I have a 3 mth old Shih-Chon (Shitzu & Bichon mix) I work during the day and she is in a pen with a crate where the door is open during that time. I work long hours and don't want her locked in the crate for long periods of time so i thought having her in the pen wouldn't make her feel "confined" for a long time. I keep the puppy pads inside the pen too. She pees on the pads and I think she's sleeping in crate. At night, she sleeps in the bathroom floor and has run of the bedroom-she does really well during the night--if she has to go, I will hear her fussing and take her out and she does her business or she will go occassionally on the pads. My problem is when she's not in her pen and not sleeping. I have puppy pads on the main floor for her and I take her out every 2-3 hours. She will go outside, but sometimes she will just squat whenever she feels like. She doens't run to the door or give me any signs. I've had her for 2 weeks and feel she's not learning it or I am doing something wrong. I will apreaciate any advice...

Any time you use the piddle pads in your house you are giving your dog permission to use your home as a bathroom. She uses the pads when she's confined in "her" area so as to not soil her house. But she hasn't gotten the message that she shouldn't soil the rest of the house (your house). Try teathering her to you with a leash and keep an eye on her all of the time she is not confined to her area. When she squats scoop her up and tell her NO loudly and take her outside to finish her business...
