My puppy is not very consistent with where he goes. Sometimes, he will go in the litter, other times just in my backyard. Does anyone know how to keep him going in the litter?

it is rarely ever the dog who is being inconsistant...Its almost always the Owner...Which is why all training books teach that they are training you..not the dog....The dog can only learn proper potty skills if properly trained consistantly!
