Question Puppy uses peepee pad and then not - Help!

Hi, hoping you can help? About 5 weeks ago we brought home a new puppy. A male peekapoo cuddly bug! I'm trying to potty train him using peepee pads. The day after we brought him home he started using it. We thought WOW, how great is that and then...about a week later, he decided the whole house was his potty. I then read up on potty training and decided I didn't want to crate train him (I'm home all day) I'd leash train him. I leashed him around my ankle or to the chair beside me. I did that for about a week and it worked great! He was using the peepee pads again and loved the praise and then, about a week later, back to using the house and I, was back to using the leash. Again, it worked great, but now back to using the house. I'm not sure what to do at this point? We're getting new carpet and hardwood in about 2 weeks and I gotta train him. I don't know what else to do? Please help! Thanks!
