dog loves to tip our bins

Our "sweet" 4 year old spoodle will seize any opportunity to go through our paper bins. To such extend that we have to have a "no food wraps" policy in our paper bins throughout the house. I guess the food smells attracts her. With a couple of teenage kids, it's hard to avoid the lolly wrappers and you can be sure that our dog Coco will find them. We're constantly closing doors to limit her access to temptation, but can't we teach her to not touch the bins?
