Default Dog had an outburst

Hopefully this doesn't double post, but I didn't see my last try.

Okay so I have a 3 year old pom... He barks a lot but other than that he’s generally harmless. He is always fine at the kennel he is generally oblivious to other dogs. He is fine at interacting at the dog park as well. So this weekend my husband and I had a garage sale, naturally Benny spent it with us. (on a leash) People where walking their dogs all weekend and he didn't even notice them. Our neighbor had her dog unleashed and he didn't care about her, our other neighbor had a leashed dog and Benny gets along with all of them. He doesn't care about dogs and usually he doesn't even interact with them so I was so surprised when this lady walked by w/ her Dalmatian and her other dog (I couldn't tell what it was) and he zoomed out onto the street and started barking at her dogs going between their legs and making a big scene. I don't think he bit them, he just barked. But it was devastating, he has never reacted like that in any way. He was on a leash but that didn't help obviously. Naturally the lady who was walking her dogs was pissed, she didn't even talk to us when my husband tried to apologize. I saw her come get our address then she drove away pissed. When my husband tried to ask her to stop so he could make sure her dogs are okay she just kept driving. Sorry for my rambling but I’m just a little upset right now. I always thought we were good dog owners, we clean up after him, keep him leashed, and love him tremendously. This was just one little mishap... Anyway to get to the point is there anything she can do to us or our dog? I'm not so sure considering he was leashed and he didn't bite. But I want to get input from you all. Thanks for taking the time to read this.
