Have you tried walking him in the house and out in your backyard? He may feel more comfortable there. You can gradually work your way out onto the street.

Yep
I have tried around the house and in the backyard i get same result. He just wont budge, i'm thinking he doesnt like the collar pulling, so im going to try a harness. Any tips with using a harness? pro and cons as i hav have never used a harness with any of my dogs.

A harness is designed for pulling so using one will then create pulling that you will need to hire a trainer to fix. I would stick with a buckle collar attach the leash in the house ONLY WHEN YOU ARE HOME and just let her drag the leash. Then take the end of the leash and follow her around. Next step is to use treats (good ones like cheese, chicken or hot dogs) and make a train of them that she can follow. Once you get to this step let me know how things go and I can give you the next steps.

I use a harness for my little shorty Jack but, she's only 14 lbs so she really can't do much in the way of pulling. My Border collie X bailey has always used a collar and a leash. I can't imagine what is scaring your dog...

try playing with your pet then start walking and do it always so your pet will get used to the leash or activity.

Um I wldnt bribe him with treats only cause I think he'll expect it. What I did at first , I have a a 4 mo old lab retreiver mix. I have a tiny yard in front of my apartment. I let him stand with no leash by himself he sat there for awhile and I sat while he started exploring. Mostly they're not so quick to run around in new surroundings they like to sniff. Then after awhile attach the leash and let him walk around with it dragging...once he starts to walk around more and farther pick up the leash hold it with a lot of slack just follow him around then start walking and running with him

Leash Walking Your Dog
Try desensitising him to the leash, by this I mean, let him wear it, when he eats, plays, or gets belly rubs, so he can begin to accociate the leash with all things that bring pleasure, with consistancy and patience I am sure you can reach your goal.
I have some training videos you can watch if you like, there is one there about leash walking.
