Default Help with Dog Fear Level 2

So My family just adopted a 1 year old female German Shepherd Mix from the shelter very recently. She's a great dog, very friendly and doesn't have any aggressive tendencies at all. She usually comes when called and is very loving. She gets along well with our other dog a 16 month Australian Shepherd mix. Her story is that before she came to the shelter she was raised by a homeless man with 20-something other dogs. She became extremely under socialized and quite fearful of new environments. It took us almost 2 hours to get her into the house from the backyard. And after that it was another hour to go up the stairs.

Now with all that said and done, our new pup won't leave us alone. She will follow either myself or my brother around the house. She won't even go outside unless we go outside first. And if left to her own devices for more than 30 minutes she will invariable try to escape. I was wondering what I could do so that our new puppy was more autonomous and more comfortable being outside with just our other dog without trying to run.

Give her time and indulge her. She's come from one hell of a bad situation. This will not be solved overnight. Make her feel secure and slowly she will venture out into the world. When you take in a dog who has come from those circumstances, you have to expect that it is going to take time before she trusts you and feels comfortable.

this is your answer!
She has never learnt to stay alone and she never had a home before!
Maybe she will not or only to a limit learn to stay alone because during her sensible phase (4. - 14. week) she never was without a human.
