Default Won't pee/poop outside.

I've taken my 4 month old westie outside for a while, but still hasn't peed/pooped outside. I've tried going out more often, not allowing him in the house, but no.
I start school in a few days and I won't be able to go with him outside often. I can go in the morning at 6, in the evening at 7 and my mother can take him outside at 15:00. SO 3 times a day.

The sad part is that my parents will give him away if he doesn't start to do his business outside. Help!

Take him outside, grab a book and a lawnchair and stay right there until he pees. Even if it takes ALL DAY. And then give him praise and tons of treats.

Some dogs are picky when they go outside. My old lab used to take an hour to pick a place to go. We ended up tying him on a runner until he went and then we brought him back in.

Both of my girls pee immediately when they hit the grass. However, getting them to poop involves some ball throwing or a brisk walk.
