Default Too much time outside during potty break

My dog gets let out four to five times a day:
1. when she wakes me up
2. around noon (at the latest 2),
3. three or four
4. seven or 8
5.at around 10:30.

There are times when the exact times differ, but our little dog does get let out quite a bit. She's a good girl when it comes to not using it in the house.

The problem is, she takes at least 30-45 minutes to go every time we go out except for maybe in the morning. I walk her to a large grassy median across the street from my apartment and other grassy areas. I walk her around until she starts sniffing, which usually takes a while. Before she starts sniffing, she seems to act like she's just on another walk. Sometimes she'll sit down and sniff the air, just relaxing. If I had the time, I wouldn't really mind, but I have other things that need to get done. I see other people that live in my apartments with dogs that just go right away once their walked out. I've tried just standing there, but she just stands there, too, staring at me and looking around. Is there a way to get her to go a little quicker? I'd take her on long walks in the afternoon if we didn't spend so much time outside during the day.

When we first got Buster, he did that. So we waited until he REALLY had to go. When they REALLY have to go they don't waste much time going. Now he just takes 5 minutes to do his business and he's wanting back in the house.

I want to try waiting until she absolutely have to go, but I'm afraid of her getting an urinary tract infection or something. But maybe I should limit her take out times to 4 times maximum.
