I have had several dogs throughout my life and I have never had this problem.

Our 15 week old puppy will not walk on leash. As soon as she realizes the leash she just sits down and basically puts on the breaks and won't move. Obviously I don't want to drag or choke her, but I can't get her to move.

Is there a different type of collar and leash I should be using. As a result the puppy will not pee or poop outside instead she keeps going in her crate.

Just put the leash on and leave it on all day until the dog gets used to it. Let it walk around the house with it on. If you take it off when your dog does that, you are just giving your dog what it wants. Leave it on and ignore your dog's behavior towards it. When your dog moves around with it on, give it treats.

Another thing you can try is putting the leash on, hold it loosely and with a yummy treat available ask her to come, as soon as she moves even slightly treat her and be excited about the leash like it is the best thing ever! I hope this helps!
