Question New to I Love Dogs... mini Australian Shepherd

Hi there! I'm new to I-Love-Dogs & I'm looking forward to talking to other dog lovers and owners'. In August we got a mini Australian Shepherd puppy & she's lots of fun! She's a blue merle, who will be about 25-30 pounds, and has endless energy!
Right now, we're dealing with a biting problem & I'd love some advice on what to do. Our vet gave us a couple things to do, neither of which have worked: holding her muzzle when she bites & telling her "No" firmly. Once you let go... she bites right back. Ignoring her also doesn't work- she'll nip & bite, which hurts, so it's hard to ignore. A couple people have told me "It's just puppy," but repeatedly drawing blood is not "just puppy."
She's so smart- she's learning obedience very well & is highly motivated, so it's clearly something we're doing wrong since she's not making the connection about biting. Any advice is appreciated... I'm tired of Band-aids!
