Unhappy help with house training

i have a 4 month old bichon frise name Mr Bojangles im finding it impossible to house train him ive tried everything ,,,,,, soon as i put him outside the howling starts even when i stay with him he just howls at the door to go back in ,,, when i take him out on the lead he refuses to do anything ,,,,,, he just wants to fefacate and urinate allover my house ..... im at my witts end what can i do

Bichons are one of the hardest dogs to train, they think that their area is just for them. Take him out and if you have to be there for 2 or 3 hours for the first time, then so be it. While outside, in your designated area for voiding, walk back and forth, and say a command, like, hurry up, (our command) or Get Busy! Over and over, (okay, if you are out there for 3 hours you would go hourse.) But, use that command whenever you want your dog to void. Then when he does, praise like crazy, do a happy dance, and of course, treat! Once inside, no free roaming, crate or leash to you, and try again soon, as in 1/2 an hour. Walk with the command hurry up, and when it happens again HIGH PRAISE, AND TREAT!! You do have to be there for your pup for at least 3 days, consistently, and do not let any mistakes in the house by watching like a hawk. It is tough, but I have trained this way, and they get it very quickly, then it is just a matter of making sure that they know how to go out the same door everytime.
