Default Digging problem

I have two standard poodles, both females. The 11 month old is extremely strong willed, unlike the other one. She learns quickly but is destroying my yard digging holes in flower beds, along the walk and just about everywhere. She can go anywhere in the yard but cannot leave because of an electronic fence. Moth balls had no effect and neither will her poop. A shock collar is next but I wonder if you have any suggestions of what might work.
