Maybe you might be jumping to conclusions too fast??? Just asking, not being confrontational. She was young, some dogs are leaner than others, but perhaps she is too thin, I have not seen her. You said gets baths often..well dogs do get dirty. She may have been hanging out with him as he tinkered with his car?? Not all pitbull owners fight their dogs (Rachael Ray on TV has one and his name is Boo). You also said she was not skittish or hostile, that is good, he may have been socializing with her, as this breed is "considered" by many to be vicious. As for the heavy chains, I didn't see it, but some young guys like to to think it is macho. If she continues to be skinny or if the chain and such is something you think is too harsh, engage him in friendly conversation often when you see, and educate him, BUT, tread thinly, and be sure what you think is abuse is really lack of education on his part. JUst because you think it is not how you treat dogs is not necessarily abuse.
I am new here so do not know your experience with dogs.
So, basically I am saying is tread easy when dealing with someone you think is abusive. But continue to be friendly with him on walks, it will help him socialize his young dog. Now as she gets older and you notice any growling at you or dog, STAY AWAY. BUt for now, be a good neighbor
