Default I rescued a border collie in Dec 2007, approx 2 yrs old

Hi. I'm new to this forum and also to border collies. I rescued my male border collie, Percy, in December 2007, in Ontario, Canada. The vet guessed him to be about 2 years old in December. He wasn't trained at all (not even house trained), so I taught him basic obedience. I've been trying hard to have him walk on a leash without pulling (this is the biggest hurdle). The only thing that works is to feed him high-value treats when outside on walks, clicking when he looks at me and the leash is slacked. When I have no treats, he ploughs away ahead of me.
I want to get him in agility training to use his mind, expend some energy, and have fun. I don't have a fenced in yard, so it's been hard to do alot energy-burning games indoors on my hard-wood floors. Any suggestions are welcome.
He's extremely affectionate and friendly and I tend to give him the affection he needs and have to stop myself so I'm the one in control instead of him.
