Unhappy new to the forums

hi i just got a beagle pup who is 7 1/2 weeks old. i have pee-pee pads down on the floor but he never pees on the pee-pads he always pees extremely close to it or no where near it. and sometimes when i take him outside to make a pee-pee he goes. but sometime he just plays in the grass. also im trying to figure out how to stop him from bitting. whenever i go to pet him he likes it but he turns his head around and tries tio bite me. i think he thinks im just playing around with him but i dont want him to get comfortable with the habbit of bitting people. what should i do??

It's just normal, he's young and energetic and loves to play. Everytime he's getting rough stop petting him or make a firm "no" command.
