I have a 20 week old Pug and a 7 year old pug. Lucy constantly nips at us, as well as Max. I have tried everything I can think of to stop this behavior, but nothing is working. Any suggestions??

Did you mean they are biting of you? Others try exchange of toy whenever their dog play biting with them. Also start "no" or "stop" commands whenever they are getting rough, show them you're the boss.
