The cop will grab the ladies purse first to identify who the person is. I am assuming the woman was still alive at the time that is why he grabbed her purse to get an ID to try and talk with the woman who was not fairing to well. But without further details I am probably wrong?

fatal - I am assuming the dog was the only survivor? Was the dog injured? (probably) Can the dog be safely moved? Why can't the officer grab the purse (to secure its contents) and tend to the dog at the same time?
