Perhaps a little contraversial, but I've worked with dogs for years, both in breeding establishments and rescue kennels.
I started to think that perhaps we ought to be looking at different methods of welfare for dogs, as having so many rescue centres gives people an "easy option," when it comes to disposing of pets.

In Sweden, I think but am not sure, all dogs have to be registered and both owners and dogs are checked on a regular basis. Maybe they take their pet keeping more seriously than we do?

I think that is a good idea.
